There is a widespread concern among the donors countries and international funding organisations about the relevance, impact and dissemination of agricultural research results in Sub-Saharan Africa (SSA). The appropriateness and characteristics of any agricultural technology underlying a user’s agro-ecological, socio-economic and institutional contexts have a significant impact on its ability to overcome the transfer barriers. Therefore, technology end user (farmer) should be the principal consideration in the design of technologies through early and regular contact between technology developers (research) and farmers. In most SSA countries, farmers participation and role in technology development are weak or absent. Therefore, the purpose of this paper is to address this problem and to give some prescription as to how the research strategic change can be managed by strengthening the role and involvement of farmers in agricultural research. The findings are therefore of new and significant relevance to the agricultural development strategy and policy reform in Sudan. This study aids a clearer understanding of the constraints facing internal technology transfer in Sudan and other SSA countries which face similar socio-economic and development problems. The conclusions and policy recommendations developed in this paper simply seek to change the behaviours of both individuals and institutions in Sudan by recognising all the dimensions of the problem.
